Trooper, a brave bull terrier, was left tied to a fence along Interstate 75 as a massive hurricane approached Florida. His former owner, Giovanny Aldama Garcia, abandoned him in the face of danger, leaving him helpless in rising water. The Florida Highway Patrol found Trooper trembling, scared, and confused, tied to a post with no way to escape.
A Cruel Act and the Legal Battle Ahead
Aldama Garcia, 23, is now facing felony aggravated animal cruelty charges. He could spend up to five years in prison and pay a $10,000 fine if convicted. His case has sparked national outrage and even led to a proposed new law in Florida, aiming to make it illegal to abandon a restrained dog during natural disasters.
Governor Ron DeSantis condemned the act, stating, “You don’t just tie up a dog and have them out there for a storm. It’s unacceptable, and we will hold you accountable.”
A New Beginning for Trooper
Rescued just in time, Trooper was placed in a loving home with Frank and Carla Spina in South Florida. They gave him a second chance at life, and he quickly became a beloved member of their family. However, his journey to recovery was far from over.
A Hidden Danger Inside
In December, Trooper underwent surgery to remove two cancerous tumors. Just when his family thought he was safe, another crisis emerged. The trooper started vomiting, and X-rays revealed something shocking—his stomach was filled with plastic and rubber.
A veterinary surgeon, Dr. Randy Dominguez, performed an intense three-hour operation. “It was very challenging,” Dominguez said. “You don’t expect to see that much garbage inside a dog.” He chose a less invasive method, endoscopy, to help Trooper recover faster.
Why Did Trooper Eat Plastic?
Frank Spina believes the reason is heartbreaking. “Trooper was full of garbage,” he shared on social media. “That creep who abused him was starving him too.” Desperate for food, Trooper must have eaten whatever he could find before he was abandoned.

Trooper’s Recovery and Recognition
Thankfully, Trooper is now home, healing, and surrounded by love. His courage and resilience have touched many hearts. The mayor of Parkland, Rich Walker, plans to honor him in a special ceremony on February 19.
Changing the Law to Protect Future Pets
Trooper’s heartbreaking story has led lawmakers in Florida to propose new legislation. If passed, the law will make it illegal to abandon a tied-up dog during a natural disaster, with penalties of up to five years in prison and a $10,000 fine.
Former Representative Joel Rudman, who originally introduced the bill, emphasized that animals deserve protection. “People need to understand that when we say we’re pro-life, that means all life. An animal’s life is worth something too.”
